Canada's domestic Offset System is designed to encourage cost-effective domestic reductions or removals (i.e. carbon storage) of greenhouse gas emissions in activities that are not regulated. The System is a key element of the Government of Canada's plan to honour its commitments under the Kyoto Protocol.
